Born in Vienna, Rakia came to Israel at the age of 10.
After fighting in 1948, he studied with Ardon and attended the Bezalel School of Art. From 1955-1960 he attended the Ecole des Beauz Arts in Paris.
He has held one man shows in France, England, Switzerland, Germany, Holland and Israel.
He is known for his emphasis on light and shade, his mystical use of Hebrew letters and his impressionistic landscapes. His work is featured in Marcel Mendelson,”David Rakia”, Masada, Tel-Aviv, 1980
